Contract Services
Ian McIntyre Principal Since joining Evans & Peck Pty Ltd in 1987, Ian has provided consulting services on a wide range of infrastructure, building and systems integration projects throughout Australia and South East Asia. His previous experience was in project management and engineering in construction contracting. This involved major civil engineering and multi disciplinary resources, transportation, power and industrial infrastructure projects throughout Australia and in Hong Kong. He is frequently retained in “trouble shooting”, independent review and due diligence roles and has considerable experience in analysis of the reasons for project delivery problems. As a result, he is particularly interested in promoting awareness of the factors which are typically associated with successful project delivery strategies leading to successful project outcomes. A significant part of his consulting work relates to advice and facilitation for organisational development programs, particularly for project delivery organisations. He is graded as an Arbitrator and is an experienced expert witness in litigation cases in Australia and Singapore and in Australian and International arbitration cases. Ian is also an experienced presenter and facilitator. Ian is a member of the Industry Advisory Committee to the School of Civil and Environmental Engineering at the University of New South Wales. He is also a member of the Standards Australia Committee on General Conditions of Contract.

Andrew McKindlay Principal & Operations Manager Over a career of nearly 20 years in systems engineering, Andrew has worked in the areas of defence, building automation, industrial control, rail automation and intelligent transport systems. He has participated at many levels in sophisticated and complex projects involving large scale software development, safety systems, distributed real time technologies as well as mobile and remote area communications. Andrew is a strong business leader having fulfilled business development and senior management roles over the last 9 years. Andrew has recently started up Siemens’ Intelligent Transport Systems business in Australia. Prior to this, Andrew was an Executive Director at Ripple Systems Pty Ltd where he was in charge of Business Development, Quality and IP Management for the company. An energetic and focused individual, Andrew has extensive management and engineering skills. He has successfully secured many millions of dollars of business for companies he has worked for, dramatically improved company processes and demonstrated finesse in leading and motivating both engineering and sales staff. His presentation skills, deep industry experience, people management skills and commercial acumen are well proven.

John Verhoeven Senior Associate John has over 35 years experience in water and natural resources with major state, national and international achievements in directing the development and implementation of water and natural resources management (NRM) policy, planning and strategy, and catchment investment, to achieve healthy and productive landscapes. He has held executive positions with government organisations including Department of Natural Resources, Department of Infrastructure, Planning & Natural Resources, Department of Land & Water Conservation, NSW Treasury and the Department of Water Resources. He has achieved significant success in politically sensitive environments to achieve NRM goals through leading organisations, and developing, mentoring and coaching large multidisciplinary teams.
Cost Engineering
Brian McCloy Principal Prior to joining Evans and Peck, Brian has had extensive experience in Bovis Lend Lease in major projects, including Water and Waste Water, Rail, Industrial, Retail and also Commercial and general building projects. His main area of expertise is Cost Planning, but also expertise in Value Management, Tender Strategy, Procurement and Design Management. Brian has experience in process re-engineering of the Cost Planning function, along with associated systems and knowledge management.
Planning & Scheduling Paul Haylen Senior Associate Paul has over 25 years experience in the engineering and construction industries. He has practiced as a project management consultant for 19 years. He has extensive experience in the areas of project and procurement management, project feasibility, project time and cost management, planning & scheduling, progress monitoring, reporting, risk management, dispute resolution and litigation support. He is also a qualified trainer (Cert IV). Since joining E&P in 1995, Paul has continued to build on his experience in the above industries as well as in the water, energy, IT and defence industries. Risk Management and Programming are areas in which Paul has particular expertise and experience. Paul is E&P’s capability manager for the Planning and Scheduling and practice leader for Airport Projects.

Ian Cashen Senior Associate Throughout his career, Ian has managed and significantly contributed to the successful delivery of a variety of capital works programs. Ian’s experience spans various phases of the project lifecycle in a number of industries including the water, rail, power, airport, health, and property sectors, with experience working with both government and private organisations. As a Senior Associate of Evans & Peck, Ian is responsible for a range of commercial advisory services to public and private sector clients. The services delivered have ranged from upfront pre-construction planning, procurement, delivery, and contractual advice. Ian is also responsible for the overall coordination and management of Evans & Peck’s capability in risk management. . Project Delivery
