Michael Byrne

Managing Principal, Victoria and South Australia

Michael Byrne, Managing Principal, Victoria and South Australia, has over 30 years experience in civil engineering and project management in the public and private sectors.

Michael has many years experience in the transport sector, including road, rail and ports, and has been involved in numerous strategic transport projects associated with road and rail systems.

Michael leads the Evans & Peck Rail Sector and has been extensively involved in the planning procurement and delivery of rail projects across Australia and overseas.

He has extensive experience in project planning, development, procurement, delivery, claims management, dispute resolution and negotiation of commercial settlements.

Peter Tolé

Principal

Peter, a Principal and Leader of Evans & Peck's Mining & Resources Sector, joined Evans & Peck in 2003 after a thirty year career in engineering and construction.

His recent assignments have included providing strategic advice on delivery of major capital projects, risk management, independent estimating validations, expert witness reviews, contractual, alliance management, benchmarking, business case preparation and project management for a variety of clients in the water, mining, defence, transport infrastructure, oil and gas, and power sectors.

Peter previously filled senior executive roles at Clough Engineering Limited as General Manager and Director in charge of Eastern Australia & Pacific operations, with an annual turnover of up to A$200 million. The business units under his control spanned across underground mining and tunnelling, piling and foundations, general infrastructure projects in water and wastewater, defence electronic warfare & communications, operations and maintenance in the power industry and oil & gas EPC services provided by the group.

David Clark

Principal and Director Major Projects

David Clark is a Principal, Director of Major Projects and a member of the Evans & Peck Executive Team, following 6 years as the Managing Principal in Victoria. 

He has 38 years experience in the planning, procurement and delivery of major infrastructure for government and contracting organisations in Hong Kong and Australasia, which included ten years as a regional manager for Thiess VIC/SA/TAS/NZ prior to joining Evans & Peck.

He has also been responsible for some of the major innovations in the construction and mining industry through a range of project delivery methods and has successfully led and implemented major outsourcing initiatives in the rail, water and power industries.

David has had direct involvement in both formulating and delivering infrastructure projects under BOOT and PPP, managing contractor, alliances, early contractor involvement through to design and construction procurement and delivery models. 

He is also a regular Gateway Reviewer for Victoria's Department of Treasury and Finance.

Paul Griffiths

Principal

Paul has over 30 years experience in design and construction in Australia, United Kingdom and Malaysia. 

Recent assignments have included provision of advice regarding project delivery strategies, project delivery, value engineering analyses for a variety of clients, both private and public, in the rail, justice, road, water and port sectors.

His experience covers a broad range of projects and delivery methods and includes: project management of public infrastructure projects; management of rail infrastructure projects; project delivery advice; design and construction of high voltage power transmission systems; design management of civil engineering and building works, on-site construction management of civil engineering works, multi-storey commercial office, hotel and apartment buildings and industrial complexes; project due diligence; project certification and commercial advice; project planning and programming; and contractual advice.

Chris Tehan

Principal

Chris is a transport and urban infrastructure planning and business case specialist with more than 22 years' industry experience in Australia, Asia and the UK.

Chris is currently preparing the business case and funding documentation for the Melbourne Metro rail project. He has vast experience in preparing business cases for the transport and urban development portfolio, including North West Rail Link in Sydney, Transforming Tram Corridors and Avalon Airport Link. Chris prepared successful business cases for Gellong, Footscray and Ringwood Transit Cities, was principal author of the Victorian Rail Freight Network Review report and oversaw the preparation of a watershed program risk framework for the $300m Revitalising Central Dandenong project.

He continues to advise the State on transport and urban development issues, including the Port & Inner West, Maribyrnong Defence Site, over-station developments at Richmond and Footscray, VicUrban@Officer and Werribee Employment Precinct. During 2008, he also played key advisory roles in the development of the Victorian Transport Plan and Victoria's successful submissions to Infrastructure Australia.

Chris is a DTF-accredited Gateway Reviewer having been involved in Gateway review teams for several projects.

 

 

David Toms

Principal

David has more than 30 years experience in the construction industry throughout Australia and Asia.

He has extensive experience in the development of tender strategy, bid management, estimating and project delivery of complex infrastructure projects in the civil, mining and construction sectors via a diverse range of commercial and contractual delivery arrangements.

Most recently David has focussed on providing Commercial, Cost Engineering and Constructability advice to both private sector clients and government agencies associated with major infrastructure projects in the road, rail and water sectors.

 

Jeremy Rae

Principal

Jeremy has over 20 years experience in the engineering and construction industry. During this period he has developed the skills necessary to deal with complex issues and manage the successful delivery of projects.  This experience has been enhanced through exposure to significant infrastructure projects throughout Australia requiring the application of a variety of skills including design management, cost planning, risk management, value management and stakeholder management to identify the critical success factors to achieve the project objectives. 

Jeremy also has significant exposure in the development of project and contractual documentation at the project initiation stage, strategies to improve project delivery during the implementation phase, through to completion planning and claims management at project completion.  One of the core competencies is the provision of risk management services at all stages of the project procurement cycle.  This includes the early identification of risks and opportunities and establishment of processes to ensure risks are mitigated and opportunities are realised.  This capability extends to profiling of probably costs, scenario testing and sensitivity analysis to ensure the drivers of the project are understood and enables the allocation of resources to the elements of greatest influence.

Evan Tattersall

Principal

Evan has over 25 years experience in civil and building construction including over 10 years as Construction Manager for VIC/SA/TAS for Thiess Pty Ltd where he was accountable during separate stages for the delivery of projects across the civil construction business and then the building construction business.  For the last 9 years Evan has worked for Evans & Peck assisting a variety of clients to develop and deliver major projects.

His experience encompasses a broad range of projects across many areas of the construction industry within both the government and private sectors. Evan has developed his knowledge of the construction industry from extensive involvement in the fundamentals of construction practices and project management at the site level, management at senior levels of the development and delivery of many projects using varying delivery mechanisms, through to front end strategic planning for projects.

Evan has considerable experience in working to strict budget and time controls and drives the project delivery process by ensuring all project parties communicate in a timely and open manner and operate as an integrated team.  He has successfully managed relationship issues and resolved conflict at all levels of the construction industry from coal face industrial relations through to major contractual disputation.

 

 

 

   

Allen Fleckner

Principal           

Allen has extensive experience of rail safety and design risk assessment involving both, analysis and support services, across the public and private utility and state government sectors. His key areas of specialisation include: rail risk and safety management and program development; operational, corporate, safety and project risk management and assessment, including engineering risk analysis; regulatory compliance; safety and management system audit and development; rail safety accreditation services, and team development and training. Allen’s time with Evans & Peck has predominantly involved working on various aspects of the Victorian Regional Rail Link project.

Prior to joining Evans & Peck, Allen founded his own consultancy firm, Critical Risk, focussing in the rail safety and risk area.

Jeremy Brasington

Principal

Jeremy is a senior executive with 26 years of local and international experience in corporate finance, project finance and the engineering / project management industry.

Jeremy is the coordinator of Evans & Peck's Finance and Project Finance capability group.

Jeremy’s two prior senior executive positions in industry to date have been as Head of Infrastructure and PPP’s in ANZ Investment Bank from 2005 (13 years overall) and as the Head of the Civil Structures Group for Ove Arup & Partners southern region in the early 1990’s.

His career has covered Asia, Europe and Australia. His sector experience has been in the infrastructure and resources areas and has covered both the corporate and project finance fields. In particular, he is competent in technical areas of finance, risk assessment, commercial structuring, bid evaluation and process and detailed documentation. This has been on both the private sector side and the government side.
